About the Russia–Africa Economic Forum

The Russia–Africa Economic Forum will be held on the sidelines of the Russia–Africa Summit.

The Forum will be an important and much sought-after step towards creating favourable conditions for promoting trade and economic relations with African countries and will also facilitate diversification of the forms and focuses of Russian–African cooperation.

The event will be attended by African Heads of State and government officials, leaders of Russian, Eurasian and international business communities, as well as representatives of governments and economic integration organizations from Africa.

Forum dates and venue

The Russia–Africa Economic Forum will be held on 23–24 October 2019 at the Sirius Park of Science and Art in Sochi.

Forum organizers

Organizing Committee

Chairman of the Organizing Committee of the Russia–Africa Summit and the Russia–Africa Economic Forum is Russian Presidential Aide Yury Ushakov.

Vice-Chairman of the Organizing Committee – Executive Secretary is Russian Presidential Advisor Anton Kobyakov.

The Roscongress Foundation

The Roscongress Foundation is a socially oriented non-financial development institution and a major organizer of international conventions, exhibitions, and public events.

The Foundation was founded in 2007 with the aim of facilitating the development of Russia’s economic potential, promoting its national interests, and strengthening the country’s image. One of the roles of the Foundation is to comprehensively evaluate, analyse, and cover issues on the Russian and global economic agendas. It also offers administrative services, provides promotional support for business projects and attracting investment, and helps foster social entrepreneurship and charitable initiatives.

Each year, the Foundation’s events draw participants from 208 countries and territories, with more than 15,000 media representatives working on-site at Roscongress’ various venues. The Foundation benefits from analytical and professional expertise provided by 2,500 people working in Russia and abroad. A partner and exhibitor exhibition will be organized as part of the Forum.

The Russia–Africa Economic Forum Exhibition is a key platform for demonstrating achievements and potential opportunities in economics, science, the environment and culture.

Exhibition participants will present landmark projects and advanced technologies in the mining and chemical industries, engineering and energy, agriculture and transport, healthcare, the military-industrial complex, and other areas with potential for developing investment and export between Russia and Africa.

Participating in the Forum

Applying to participate in the Forum

Only those individuals who have received an invitation from the Organizing Committee may attend the Forum.

Interested parties must submit an application to participate.

Participant applications will be reviewed by the Organizing Committee. If approved, applicants will receive an invitation and an information letter giving the username and password to their personal web office and details on how to confirm participation.

The Organizing Committee reserves the right to refuse an application without explanation.

Participation in the Russia–Africa Economic Forum is free.

Declining participation in the Forum

If participants have received an invitation and previously confirmed their participation but no longer plan to attend the Forum, they are requested kindly to officially decline participation via the personal web office or by informing their contact person at the Roscongress Foundation.

The username and password for the personal web office are included in the Forum invitation letter.

Substitution of participants

A participant may only be substituted with the approval of the Forum Organizing Committee. The designated contact person at the Roscongress Foundation must be notified if an individual who has confirmed their participation is unable to attend the Forum for any reason.

Participating in the Forum as a moderator or speaker

To participate in the Forum as a moderator or speaker, an application should be sent to the programme preparation working group at programme@roscongress.org. Applications must include the participant’s contact details, position and organization, plus a brief abstract of their talk on the selected topic.

Personal web office

Personal web office on the Russia–Africa Summit and Forum website

The personal web office is the participant’s very own section of the official Russia–Africa Summit and Forum website and offers a range of features allowing them to schedule their time at the Forum.

Username and password for the personal web office (for registered participants only)

A personal username and password are required for accessing the personal web office. Once a participant’s data has been processed, they will receive an invitation to the Forum and a letter containing their username and password.

Should a participant lose or forget their username and password, they may ask their contact person at the Roscongress Foundation to reissue the information. The contact person’s details may be confirmed by calling the Forum information centre: +7 (495) 777 0511.

Confidentiality of data in the personal web office

The Russia–Africa Economic Forum adheres strictly to legal requirements for the protection of every participant’s personal data.

The personal web office has been developed using SSL data encryption to ensure the security and confidentiality of participants’ personal data.

Processing of personal data

Forum participants must confirm their consent to the processing of their personal data before completing the application form or when first logging into their personal web office.

Consent to posting of information (publication)

Once a participant confirms their participation in the Forum via the personal web office, they will be given the opportunity to consent to having information about themselves published on the Forum website.

Features in the personal web office

Participants may use their personal web office to:

  • Edit their personal data;
  • Upload a badge photo;
  • Submit a request for services;
  • Submit a request for accreditation of personal vehicles;
  • Confirm the participation in the events of cultural programme.
Changes to the personal web office

Personal information may be edited in the personal web office. If changes need to be made to fields that may not be edited, the participant’s contact person at the Roscongress Foundation should be notified. The relevant contact information may be found in the personal web office or in the information letter with invitation to the Forum.

Badge photograph

Participants may upload a photograph for their badge in the personal web office. A photograph is required to receive an accreditation badge.

Photograph requirements:

  • In colour, on a light background;
  • 480×640 pixels in size;
  • Image format: jpg or jpeg;
  • Frontal view of the participant’s entire face, with no head covering;
  • Subject’s face must make up at least 70% of the image.
Mobility assistance at the Forum venue

If a participant requires mobility assistance at the Forum venue, a relevant request should be submitted via the personal web office at least three days before arrival.

Accessing the Forum venue

Accreditation procedure

The accreditation process involves submission of a completed participation application, approval by the Forum Organizing Committee, and issue of an accreditation badge.

Forum venue access rules

In order to avoid any inconvenience when accessing the venue, participants are advised to leave any items prohibited at the Russia–Africa Summit and Economic Forum venue at their accommodation or in their personal vehicle.

Participant accreditation badge

The badge is a pre-programmed proximity card, a unique key linked to the participant’s information in the Forum’s database. The badge contains the holder’s name and surname in English, their organization, level of access, and photograph, as well as the Forum branding.

Accreditation badges are issued to specific individuals and are not transferrable. A participant should keep their badge and ID with them at all times during the Forum.

Conditions for badge issue

Before collecting their badges, participants are advised to ensure that:

  1. Participation in the Forum is confirmed via the personal web office;
  2. Personal information provided in the personal web office matches the participant’s ID (passport) exactly;
  3. A badge photo has been uploaded to the personal web office (colour photo against a light background, photo size 480x640 pixels, file format – jpg or jpeg, full-face photo with no headgear, with the image taking up at least 70% of the photo).

During the accreditation procedure, personal data is processed. Processing takes a minimum of 1 day.

Participants may check whether their accreditation badges are ready for collection in the personal web office, via their contact person at the Roscongress Foundation, or by calling the Forum information centre: +7 (495) 777 0511.

Document required for collecting the participant badge

A participant badge may only be collected upon presentation of the identification document (passport) indicated in the personal web office on the Forum website.

If there have been any changes to a participant’s ID since the application was submitted, the participant should make the necessary changes to the data in the personal web office.

The participant’s contact person at the Roscongress Foundation should be notified if changes need to be made to fields that may not be edited.

When issuing badges, the accreditation point attendant will first make sure that the information entered in the personal web office is correct and up to date. In the event of any discrepancies, it will not be possible to issue a badge the same day.

Collection of participant badge by third party

If someone will be collecting a badge by power of attorney, they will need to present the following:

  • Authorized person’s passport;
  • Original standard power of attorney;
  • List of participants (attached to the power of attorney);
  • Copies of participants’ passports.

The power of attorney form and a completed example is available for downloading from the Badge collection section of the website.

Accreditation points

Participants may collect their badges by visiting one of the accreditation points.

Locations of accreditation points and opening hours is published in the Badge collection section of the website.

Replacement of accreditation badges

If a badge has been lost or damaged, it is important to speak immediately to an administrator at any accreditation point, or Help Desk, or call +7 (495) 777 0511. The lost badge will then be blocked and a duplicate badge will be issued to the holder at the accreditation point or Help Desk upon written request.

Transport services

Shuttle buses

During 22–25 October, shuttle buses for participants and media representatives will run on the following routes:

  • Between Sochi International Airport and hotels for Forum participants
  • Between Sochi International Airport and the Forum venue
  • Between hotels for Forum participants and the Forum venue

Accreditation of personal vehicles

Forum participants may obtain accreditation for a personal vehicle in order to access the Sirius Park of Science and Art and pick-up/drop-off zones at the official Forum hotels and cultural programme event locations.

Detailed information about conditions for accreditation of personal vehicles and drivers will be available on the website closer to the start of the Forum.

Car rental

Forum participants will have an opportunity to rent an accredited vehicle with a driver. You may submit a car rental application in the Car rental section on the website.


The list of recommended hotels offering special rates for Forum participants will be available in the Hotels section of the personal web office closer to the time of the Forum.

Ladies and gentlemen,

It gives me great pleasure to welcome you at the opening of the Russia–Africa Economic Forum.

The rich history of relations between Africa and Russia has never seen an event of a similar scale. Members of government agencies and business community, and experts are meeting at this Forum to substantively discuss the current status and prospects of cooperation and a wide range of topical issues of the world economy.

Today, the countries of Africa are well on their way towards social, economic, scientific and technological development, and are playing a significant role in international affairs. They are strengthening mutually beneficial integration processes within the African Union and other regional and sub regional organizations across the continent.

In recent years, the traditionally friendly ties of partnership between Russia and Africa have gained new momentum, both at a bilateral level and in various multilateral formats. In addition to preserving our past experience of successful cooperation, we have also managed to make significant new steps forward. Trade and investment are growing dynamically, and new joint projects are under way in extractive industries, agriculture, healthcare, and education. Russian companies are ready to offer their scientific and technological developments to their African partners, and share their experience of upgrading energy, transport and communications infrastructures.

I hope that the Forum will help identify new areas and forms of cooperation, put forward promising joint initiatives that will bring the collaboration between Russia and Africa to a qualitatively new level and contribute to the development of our economies and the prosperity of our peoples.

The Russia–Africa Summit, which is taking place in Sochi on 23–24 October 2019, encapsulates the historically friendly relations between the African continent and the Russian Federation. This Summit carries great significance as it is the first of its kind to emerge during a period of major global and international transformations. In response to the aspirations of the people it is representing, the Summit intends to build a comprehensive framework for expanding Russian–African relations into broader horizons of joint cooperation across different fields.

The African nations and Russia share a common understanding of international relations, based on the principles of respect for the rule of international law, equality, non-interference in the internal affairs of states, and the peaceful resolution of disputes. Both sides affirm their commitment to support multilateral actions to oppose new international threats, be they terrorism and extremism in all their forms, or declining growth rates. The two sides share a firm conviction regarding the importance of developing trade flows and supporting mutual investment in such a way as to ensure security, peace and development for the African and Russian people.

African countries have huge potential and opportunities that will allow them, once efforts to streamline their economies have been achieved, to emerge as real global players. In recent years, the nations of this continent have achieved major successes spanning the political, economic, social and administrative spheres. Africa has flourished in terms of growth over the past decade, reaching a continent-wide growth rate of 3.55% in 2018.

The African Union Summit, which was held in Niger in July 2019, continued the efforts of the African countries and saw the African Continental Free Trade Agreement come into force, along with its operational instruments. The agreement is one of the key objectives of Agenda 2063, an African development strategy that has been created to address the African people’s desire for prosperity and decent living standards.

These successes are opening up wide-ranging prospects for cooperation between African countries and the Russian Federation, and confirm the determination of African governments and their people to cooperate with multiple partners in order to establish mutually beneficial relations.

With this in mind, we express our hopes that the Russia–Africa Summit will help in the establishment of constructive strategic relations, based on partnership between two sides across various fields, and in the service of fulfilling the hopes and aspirations of the African people and their friends in Russia.
